One Piece Card Game Bans Dracule Mihawk OP14-020 From October 12, With a P-163 Replacement Leader

Bandai has banned the Dracule Mihawk Leader OP14-020, from OP-14 The Azure Sea's Seven, from official ONE PIECE CARD GAME play starting October 12, 2026, alt-art parallels included, according to its September 24 ban list notice. As a replacement, Bandai plans to hand out a new Leader, P-163 Dracule Mihawk, with new text at future events. Mihawk is the only card added to the list in this update. Here is what changes, what the new card does, and what it means if you own the old one.

Why Bandai Banned Mihawk

In its September 24 notice, Bandai gave two reasons. First, "certain combinations involving this card have become more powerful than we had anticipated," as more booster products came out. Second, it said the card significantly restricts the viability of Leaders with the Slash attribute and severely harms the diversity of Leader choices, including Leaders still to be released.

The notice also explains when Bandai acts. It weighs a deck's win rate, major tournament results, usage rate, its likely effect on future play and whether it squeezes out other Leaders. Bandai says it typically announces list changes twice a year, once after Japan's Championship Season 1 and once after the World Championship, and that it can add a card sooner if one is hurting the play environment.

Mihawk OP14-020 vs P-163: What Changes

Both cards are green Slash Leaders with 5,000 power and 5 life, per the official card images. The differences are in the text:

OP14-020 Dracule Mihawk (banned from October 12)

  • Gains +1000 power when the opponent's Leader has the Slash attribute
  • Once per turn, you may rest 1 of your cards: if there is a Character with a cost of 5 or more, set up to 3 of your DON!! cards as active, then you cannot play Character cards that turn

P-163 Dracule Mihawk (replacement)

  • No +1000 power bonus against Slash Leaders
  • Once per turn, under the same condition, gives up to 3 rested DON!! cards to this Leader instead
  • No longer stops you from playing Characters that turn
  • Printed with a not-for-sale marking on the card edge

So the new card keeps the Leader's stats and color but loses the Slash matchup bonus, and its DON!! now go onto the Leader as power instead of coming back as active DON!! you can spend. According to TCGplayer's September 24 breakdown, getting those three DON!! back is what let Mihawk play OP17-022 Shanks for an effective cost of 5. Bandai's notice says P-163 will be distributed "at future events" and has not given dates or a region list yet.

What the Ban Means for Collectors

A ban changes where a card can be played, not what it is. As of October 4, 2026, TCGplayer listed three English printings that carry the OP14-020 number: the standard Leader at a market price of about $0.23, the alternate art at about $23.90, and the 2026 PSA Magazine promo at about $60.82. All three carry the banned number, so from October 12 their value rests with collectors, not players.

Our take: P-163 is a replacement for players first. The last replacement Leader, P-117 Nami, followed the OP03-040 Nami ban in August 2025 and was handed out at Store Tournament 2025 Vol. 4 in November. As of October 4, 2026, TCGplayer listed P-117 Nami at a market price of about $1.30. Bandai has not said how P-163 will reach players, so wait for that announcement before paying for one.
